Frank Howard Power was born in Melbourne and was a Cabinetmaker by trade when he enlisted in the 23rd Battalion, 10th Reinforcement on 1 September 1915 at the age of 23. His unit embarked from Melbourne, Victoria, on board HMAT A18 Wiltshire on 7 March 1916 and in June he reached France where he was transferred to the 5th Pioneer Battalion. On May 11th 1917 he was wounded in action at Bullecourt. He sustained a severe gunshot wound to his chest/shoulder and was evacuated to the Wansted Red Cross Hospital in England. He was then returned to Australia on the Suevic, disembarking at Melbourne on November 18th 1917. He was discharged on Christmas Eve as æmedically unfit – disability – GSW right shoulder'.
