Fred Toll was born in Rocklyn, Victoria, was single and a Labourer when he originally enlisted on 6 February 1915, but he was discharged at Broadmeadows on 31 May 1915 for a ædeformity of the foot'. He re-enlisted with the 14th Battalion, 23rd Reinforcement on 4 November 1916, somehow disguising his foot, and his unit embarked from Melbourne, Victoria, on board HMAT A7 Medic on 16 December 1916. After spending time in hospital for Trench Fever in August 1917, he returned to Australia 5 November 1917 due to a æbony prominence of the left foot'.
