William Clarence Veal was born in Ballarat, Victoria, was single and a telegraph messenger when he enlisted with the 23rd Battalion, 6th Reinforcement on 20 July 1915 at the age of 18. His unit embarked from Melbourne, Victoria, on board HMAT A38 Ulysses on 27 October 1915. He was briefly reassigned as a bombardier before falling ill on 28 October 1917. During his hospital stay he reverted to the rank of gunner and rejoined his unit on 6 December 1917. The remainder of his time of service went without major incident, illness or injury and he returned home to Australia on Australia 15 May 1919.
