John Francis Stephen was born in Ballarat, Victoria, was single and a Bank Clerk when he enlisted with the 1st Divisional Signal Company on 26 April 1917 at the age of 19. His unit embarked from Melbourne, Victoria, on board HMAT A71 Nestor on 21 November 1917. According to his digitised records, in December 1917 he was transferred to Segregation Camp Gabbary and from there to Camp Suez. He was later transferred to Alexandria for embarkation overseas, disembarking at Southampton in February 1918. It appears he completed his service without major incident, illness or injury, returning home to Australia aboard the Aeneas on 23 November 1919.
