Thomas Rosser was born in Haddon, VIC and was a Miner by trade when he enlisted from Ballarat in the 39th Battalion, Headquarters on 12 February 1916 at the age of 43. His unit embarked from Melbourne, Victoria, on board HMAT A11 Ascanius on 27 May 1916. He reached France in November 1916 and served there until September 1918 when pain in his back and feet led to him being returned to hospital in England. After 22 months of service in France, arterial degeneration and chronic rheumatism were diagnosed, and he was returned to Australia on the Borda, disembarking at Melbourne on December 15th 1918.
