No military records can be found for Hugh R Neith - indeed no records at all exist for anyone of that surname. His entry in Lucas’s Staffs Appreciation of Brave Men, the original Avenue register, records that he enlisted on March 21st 1917 and served with the 3rd Pioneers.  It seems likely that his entry in the original register is a typographical error, as a soldier with a similar name, Hugh Ramsay Veitch, with the same enlistment details is honoured at Tree 3475.
